Urban Tactical is proud to support the firearm community and foster new, prospective members of the firearm community by offering PAL/RPAL courses. Courses are held at our 830 Century Street location in our purpose built classroom.  

Important Notice: 28-Day Waiting Period for PAL Application upon course completion

Please be advised that all applicants for a Possession and Acquisition Licence (PAL) are subject to a mandatory 28-day waiting period before their application can be processed by the RCMP, as required by federal regulations.

If you are planning to hunt in the fall of 2025, we strongly recommend completing your firearms safety course and submitting your application as early as possible. In addition to the mandatory waiting period, total processing times may vary significantly. Some applications may be completed within 2–3 months, while others can take 6–12 months depending on volume and other factors.

 

Marc Roemer

With a passion for firearms safety and education, Marc Roemer has been a dedicated instructor for both the Canadian Firearms Safety Course and the Restricted Canadian Firearms Safety Course since 2016. Drawing upon a robust professional background in the practical application of firearms, as well as their examination and classification, Marc brings a wealth of knowledge and real-world experience to the classroom. His commitment to excellence is further underscored by successful certifications in over a dozen armour courses spanning various firearm platforms, alongside tactical shooting courses utilizing a diverse range of small arms.

Marc's pursuit of expertise extends beyond practical skills. He actively engages with the broader firearms community through attendance at national and international conferences, staying abreast of the latest developments and discussions across a wide spectrum of firearm-related topics. This dedication to continuous learning ensures that his instruction is informed, current, and relevant to today's firearm landscape.

For Marc, teaching safety courses is more than just a profession; it's an opportunity to share his extensive knowledge and practical experience with others. He is particularly passionate about helping newcomers to the sport develop a strong foundation of comfort and confidence in the safe handling of firearms. With nine years of experience as a PAL instructor, Marc understands the importance of creating a supportive learning environment where students feel empowered to ask questions and actively participate in discussions.

Students taking Marc's course can anticipate a relaxed and welcoming atmosphere where inquiries and open dialogue are not only encouraged but valued. As a member of both the Canadian Coalition for Firearm Rights (CCFR) and the National Rifle Association (NRA), Marc is deeply connected to the firearms community and committed to fostering a culture of safety and responsible firearm ownership. His greatest enjoyment in teaching stems from the opportunity to connect with new, like-minded individuals who share an interest in the shooting sports.

Roman Grivicic

Roman Grivicic is a certified Canadian Firearms Safety Course (CFSC) and Canadian Restricted Firearms Safety Course (CRFSC) instructor with over two decades of experience teaching PAL and RPAL courses. Since becoming certified by the Department of Justice and RCMP in 2000, Roman has guided countless students through the safe and responsible handling of firearms across a wide range of experience levels.

With a personal background that spans over 50 years of recreational shooting and hunting, Roman brings deep knowledge and hands-on experience to his instruction. His journey into firearms education began out of necessity—after struggling to find a firearms instructor to renew his own FAC in Ontario, he was encouraged by members of the local police department, gun club peers, and gun shop staff to step into the role himself. He’s been passionately teaching ever since.

Roman’s approach to teaching is practical, engaging, and built on a foundation of clarity and safety. Students can expect hands-on instruction with every major firearm action type, repeated practice of ACTS and PROVE procedures, and an environment where questions are encouraged. Humor plays a role too—Roman believes a good laugh can make critical safety lessons stick.

Above all, Roman emphasizes one core principle: always control the muzzle and point it in the safest possible direction. He reminds every student that there’s no shortcut to becoming a skilled shooter—just a solid commitment to mastering the fundamentals through dry fire practice.

Canadian Firearms Safety Course & Canadian Restricted Firearms Safety Course

How long is the course?

  • The PAL course is approximately 8 hours
  • The RPAL course is approximately 6 hours

Do you provide lunch?

No. Students will be given a break for lunch or can bring food if they choose. No facilities are provided for food storage.

Will I get a firearms license after the course?

No. This course will give you the required credentials needed to apply for a firearms license.

Will we get to shoot any guns?

This is a safety course only. Participants will learn how to handle, manipulate, load and unload firearms. All the firearms and ammunition used for training are disabled and incapable of firing. No live firing.

How long will it take to receive my firearms licencewhen I apply?

Extensive background checks are conducted for each applicant. The time needed to conduct those checks and vary from person to person. Please contact the Canadian firearms program at 1-800-731-4000 for further information.

Is there a test?

The course concludes with a written test (multiple choice and true/ false) and a practical test.

What language is the course taught in?

All CFSC courses are available in both of Canada’s official languages. Currently, courses held at Urban Tactical are only available in English.

What should I bring?

Government issued photo ID, a writing utensil, notebook, water, snacks and lunch.

Who is eligible to take the course?

In order to be eligible for the PAL course you must be a minimum of 12 years of age and not be prohibited to be in possession of a firearm.

In order to be eligible for the RPAL course you must be a minimum of 18 years of age and not be prohibited to be in possession of a firearm.

What is the Canadian Firearms Safety Course (CFSC)?

The CFSC is a mandatory course for first-time firearms licence applicants. It includes in-class instruction followed by a written and practical test.

Anyone 12 years or older can take the course. Children under 12 may attend for educational purposes only and will not complete the exams.

Minors aged 12–17 who wish to borrow and use non-restricted firearms must pass this course to apply for a Minor's Licence.

What topics are covered in the CFSC?

The course includes:

  • Basic firearms safety practices

  • Operating firearm actions
  • Safe handling and carry procedures
  • Firing techniques and procedures
  • Care of non-restricted firearms
  • Responsibilities of the firearms owner/user
  • Safe storage, display, transportation, and handling of non-restricted firearms

What is the Canadian Restricted Firearms Safety Course (CRFSC)?

The CRFSC is an additional course required to apply for a restricted firearms licence. This course is only available if a restricted firearm kit can be borrowed from the Chief Firearms Officer (CFO) office in Winnipeg. Because of this, scheduling requires additional coordination.

Are there prerequisites for the restricted course?

Yes. To take the CRFSC, you must:

  • passed the Canadian Firearms Safety Course (non-restricted)
  • 18 years of age or older
